Closes #9

  • 新增 hooks/rules.ts（純函式 buildRules）：依強度 0～3 與稱呼（角色預設、設定可覆寫）組成規則段落
  • register.tsx 以 prompt.compose hook 把段落加到系統提示最後
  • 強度 2 前後各一個對話氣泡；強度 3 再加動作旁白；不做常駐 band
  • 任何強度下，錯誤／風險／需確認的事先用一句中性清楚的話說完；需確認時省略收尾氣泡
  • 角色語氣不進程式碼、commit 與檔案內容
  • 測試：hooks/rules.test.ts（16 個測試全過，validate 通過）

依賴 PR #11（W2 插件骨架與 config.ts）；請在其合併後再合併本 PR。
