新增 /jsc-anima:anima-skill <技能名稱> <描述>（啟動角色後才註冊，未啟動時拒絕並提示）。

  • 依描述產生技能，驗證 frontmatter，並以範例輸入實跑；失敗就不建立 PR
  • 新增升 minor、覆蓋升 patch，更新 plugin.json 與插件 README 版本號
  • 產生 skills/jsc-anima/README.md（名稱、技能列表完整指令、範例）
  • 在獨立 worktree 寫檔，對預設分支建立 PR，分支 feat/anima-<名稱>，認證優先 tea 其次 GITEA_TOKEN
  • 以事件邊界 harness 測試（10 項通過）
