Refs #5（全量標註跑完後才會 Closes）

疊在 PR #13（W3）之上，請先合併 #13。

  • tags.json（功能標籤 17、情緒 9）、label_prompt.md、make_batches.py、merge_labels.py。
  • 100 句試跑：標註全部通過白名單；規則高信心與標註一致 20/25、中信心 15/25。
